Investment and Resource Mobilization Program

Introduction

The Christian Council of Tanzania (CCT) and its members have a long standing tradition of delivering social services to the poor and the marginalized in Tanzania. The majority of member churches and organizations have development offices implementing wide ranging community development programs. This long standing initiative with the poor has enhanced CCT’s legitimacy and acceptance not only within its constituency but also at national, regional and international levels.

CCT Sustainability

For many years, CCT has been depending greatly from its partners abroad to implement its development activities. The excessive reliance of the Council on external partner funding its programs has been identified as one of the major threat to its continued existence. Going back to the past evaluations, it was noted highly with future concerns of the sustainability of the Council. Reports from evaluations of 2004, 2007 and 2010 strongly recommended the following strategies to address the challenge:

  1. The sustainability issue be taken up seriously at the highest level of the Councils policy-making hierarchy;
  2. CCT seriously consider investing in income-generating projects such as commercial businesses, real estate and securities (bonds, T-bills, shares etc) to enhance its financial sustainability; and
  3. A detailed study is commissioned with a view to fully commercializing underutilized assets and revenue centers like the CCT Training Center, the Women’s Training Center and WAMA.

Strategic Objective for the Investment and Resource Mobilization Program:

Enhanced and sustained engagement of CCT and its members in development and advocacy to promote justice and good governance that is transparent, accountable, responsible and responsive to the needs of the poor people in Tanzania.

Specifically the program intends to:

  • To invest in income generating projects such as commercial business, real estates and security bonds in order to enhance its sustainability,
  • Enable CCT develop its real estate property into income generating business.
  • To enhance CCT’s financial sustainability and fully commercialize underutilized assets and revenue centers.

Program activities

In order to achieve the intended levels of sustainability, the council plans to carry out the following activities:

  • Facilitate the construction of building blocks for residential and office renting
    • Construction of two residential blocks for renting in Msasani area, Dar es Salaam
    • Construction of a hostel block at Morogoro Women Training Centre and Conference
    • Construction of office blocks in Dodoma and Upanga, Dar es Salaam
  • Managing housing and related services to CCT houses including house repairs and maintenance
  • Establish and run business on Insurance Services
    • To operate business Insurance Agency with the National Insurance Company
    • To start and operate an Insurance Company
  • Conduct local fund raising through harambee from member churches
  • Coordinate and maintain operations of the Investment portfolio

Plans which are already in the pipeline include:

  • Construction of two residential blocks for renting in Msasani area, Dar es Salaam
  • Construction of a hostel block at Morogoro Women Training Centre and Conference
  • Construction of office blocks in Dodoma
  • Establish and operate business Insurance Agency with the National Insurance Company
